সর্বাধিক দূরত্বের ট্রেন : ৩০ বছরের পুরনো বগি দিয়ে চলছে : গড়ে ৭/৮ ঘণ্টা লেট : যাত্রাপথে বিপত্তি লেগেই আছে
নূরুল ইসলাম : ট্রেনের নাম লালমনি এক্সপ্রেস। চলে ঢাকা থেকে লালমনিরহাট। বাংলাদেশের রেলপথের সর্বাধিক দূরত্বে ৪৪৫ কিলোমিটার দূরত্বে চলাচলকারী এ ট্রেন শুরু থেকেই অবহেলিত। ৩০ বছরের পুরনো লক্কর-ঝক্কর মার্কা মেরামত করা বগি দিয়ে চলতে গিয়ে নির্ধারিত সময় মেনে চলতে পারে না। লালমনি মানেই ‘লেট’ শব্দটি যেনো অবধারিত হয়ে গেছে। পুরাতন বগির কারণে প্রায়ই লাইনচ্যুত বা যান্ত্রিক ত্রুটি কারণে যাত্রাপথে বিঘ্ন ঘটে। তারপরেও এই ট্রেনে যাত্রীর কমতি নেই।
যাত্রীদের ভাষ্য, বিকল্প কোনো ট্রেন না থাকায় নিরুপায় হয়েই তারা এই ট্রেনে ভ্রমণ করেন। জানতে চাইলে রেলওয়ের লালমনিরহাট বিভাগের ঊর্ধ্বতন এক কর্মকর্তা নাম প্রকশ না করার শর্তে বলেছেন, রেলওয়ে যদি গুরুত্ব না দেয় তবে বিভাগীর অফিসের কিছুই করার নেই। রেলপথ মন্ত্রী মোঃ মুজিবুল হক অবশ্য এ বিষয়ে আশ্বস্ত করে বলেছেন, রেলের উন্নয়ন হচ্ছে। জনগণ এর সুফল পেতে শুরু করেছে। সময় এসেছে আগামীতে একে একে সবই হবে।
২০০৪ সালে ঢাকা থেকে লালমনিরহাট রেলপথে চালু হয় আন্তঃনগর ট্রেন লালমনি এক্সপ্রেস। ১৮৮৬ সালে ইরান থেকে আমদানি করার পুরাতন বগি দিয়ে এই ট্রেনটি চালু করা হয়। এর আগে এই বগিগুলো চলতো তিস্তা ও একতা এক্সপ্রেসে। বিএনপি আমলে ফুলছড়ি-বাহাদুরাবাদঘাট হয়ে ট্রেন চলাচল বন্ধ হয়ে যাওয়ায় তিস্তা ও একতার মেরামত করা বগি দিয়ে এই ট্রেন চালু করা হয়। কথা ছিল পরবর্তীতে এই ট্রেনের বগিগুলো ক্রমান্বয়ে পরিবর্তন করা হবে। কিন্তু এক যুগেও তা হয়নি। এখনও সেই ৩০ বছরের পুরনো লক্কড়-ঝক্কড় মার্কা বগি দিয়ে চলছে ট্রেনটি। রেলওয়ে সূত্র জানায়, অতি পুরনো হওয়ায় লালমনির বগিগুলোর ব্রেক পাওয়ার এতটাই খারাপ যে একবার গতি বাড়ালে ব্রেক করা কষ্টকর হয়ে যায়। ট্রেন চালকরা সে কারণে গতি বাড়াতে ভয় পান। মধ্যম গতিতে চলতে গিয়ে এটি সময়মতো গন্তব্যে পৌঁছতে পারে না। এমনকি সপ্তাহের প্রথম দিনে নির্ধারিত সময়ে চলা শুরু করেও এটি সঠিক সময়ে পৌঁছতে পারে না। মাঝে মাধ্যেই ট্রেনের বগিগুলো ড্যামেজ হয়ে চলার পথে বিঘœ ঘটে। আবার লাইনচ্যুতি ঘটনাও ঘটে অহরহ। ঢাকা থেকে রেলপথে লালমনিরহাটের দূরত্ব ৪৪৫ কিলোমিটার। এই বিশাল দূরত্বের পথ পাড়ি দেয়ার জন্য লালমনি এক্সপ্রেসের যে সক্ষমতা দরকার তার অর্ধেকও নেই বলে স্বীকার করেছেন খোদ রেলওয়ের কর্মকর্তারাই। তাদের মতে, দূরত্ব বেশি হলে ইঞ্জিন, বগির বাড়তি সক্ষমতা দরকার। যেটা লালমনির ক্ষেত্রে একেবারে নেই। এতে করে অনেকটা ঝুঁকি নিয়েই চলছে ট্রেনটি।
লালমনিরহাট রেলওয়ে বিভাগের কর্মকর্তা-কর্মচারিদের সাথে কথা বলে জানা গেছে, পশ্চিমাঞ্চল দিয়ে বাংলাদেশে রেলওয়ের যাত্রা শুরু হলেও যুগ যুগ ধরে রেলওয়েতে চলছে পূর্বাঞ্চলের দাপট। সে হিসেবে পশ্চিমাঞ্চলে রেলওয়ের দুটি বিভাগ পাকশী ও লালমনিরহাট অনেকটাই অবহেলিত। সূত্র জানায়, ১৯৯৫ সালে বাংলাদেশ রেলওয়ে ইরান থেকে ৭০টি কোচ আমদানি করে, যার একটিও পশ্চিমাঞ্চলের ভাগ্যে জুটেনি।
এরপর ২০০৭ সালে ইন্দোনেশিয়া থেকে মিটার গেজের জন্য ৮০টি কোচ আনা হয়। এর একটিও দেয়া হয়নি জোটেনি পশ্চিমাঞ্চলে। সবগুলো কোচই যুক্ত করা হয় ঢাকা-চট্টগ্রাম রেলপথে চলাচলকারী ট্রেনে। এর মধ্যে ব্রডগেজের কারণে পাকশী বিভাগের যাত্রীরা কিছুটা সুবিধা পেলেও লালমনিরহাট বিভাগের যাত্রীদের ভাগ্যে কিছুই জোটেনি।
ভুক্তভোগী যাত্রীদের মতে, ২০১২ সালে রেলের ভাড়া বাড়ানোর পরে পূর্বাঞ্চলে বিশেষ করে ঢাকা-চট্টগ্রাম, ঢাকা-সিলেট রুটে চলাচলকারী ট্রেনের যাত্রীসেবার মান বৃদ্ধি পেলেও লালমনিরহাট বিভাগের ট্রেনগুলোর সেবার মান কমেছে। এরপর আরেক দফা রেলের ভাড়া বাড়ানো হলেও লালমনিরহাট বিভাগে যাত্রীসেবার মান আরও কমেছে। শফিক নামে একজন যাত্রী বলেন, আমাদের ক্ষেত্রে ভাড়া বেড়েছে সেবার মান ততোটাই কমেছে। শুধু তাই নয়, একই সাথে বন্ধ করে দেয়া হয়েছে বেশ কয়েকটি ট্রেন ও রেল স্টেশন। ওই যাত্রী বলেন, আমরাও তো টিকিট কেটেই ট্রেনে উঠি। তাহলে একই টাকা দিয়ে আমরা লক্কড়-ঝক্কড় মার্কা বগিতে উঠবো কেন? এটা কি আমাদের অধিকার ক্ষুণœ করা নয়? বৃহস্পতিবার রাতে কমলাপুর স্টেশনে কথা হয় লালমনির যাত্রী শওকত হোসেনের সাথে। তিনি বলেন, আমরা লালমনিরহাট, কুড়িগ্রাম, রংপুর, গাইবান্ধা, বগুড়া জেলার বাসিন্দারা লালমনি এক্সপ্রেসে ভ্রমণ করি। এই ৫টি জেলার জন্য আন্তঃনগর ট্রেন মাত্র দুটি। দুটি ট্রেনই চলছে পুরনো বগি দিয়ে। এরই মধ্যে ইন্দোনেশিয়া থেকে মিটারগেজের জন্য ১০০টি বিলাসবহুল কোচ এসেছে। ইতোমধ্যে সোনারবাংলা, পারাবত, তিস্তা এক্সপ্রেসে কোচগুলো লাগানো হয়েছে। রেলওয়ে কর্তৃপক্ষের উচিত উত্তরাঞ্চলের যাত্রীদের জন্য এই দুটি ট্রেনের এতটিতে অন্তত লাল-সবুজ কোচ দেয়া। তা সম্ভব না হলে ঢাকা-চট্টগ্রাম রেলপথের সাদা অবমুক্ত কোচগুলো লালমনিকে দেয়া। এতে করে দেশের সবচে দূরত্বে চলাচলকারী ট্রেনের যাত্রা অনেকটা আরামদায়ক ও ঝুঁকিমুক্ত হবে। লুৎফর রহমান নামে লালমনির আরেক যাত্রী ক্ষোভ প্রকাশ করে বলেন, দ্যাখেন লালমনি কখনওই নির্ধারিত সময়ে চলাচল করে না। লালমনিকে বসিয়ে রেখে একটার পর একটা ট্রেন পাস করানো হয়। আবার পুরাতন বগি বলে চলার পথে ক্রটি-বিচ্যুতি দেখা দেয়। তখন বগি মেরামত বা কখনও কখনও ট্রেন থেকে কেটে বাদ দিতে গিয়ে বহু সময় পেরিয়ে যায়। বৃহস্পতিবার যখন লালমনির যাত্রীদের সাথে কথা হয় তখনও লালমনির প্রায় দুই ঘণ্টা লেটে ঢাকার দিকে আসছিল। এরপর রাতে ঢাকা থেকে ছাড়তে গিয়ে আরও দেরি হবে বলে ওইসব যাত্রীরা জানান।
প্রতিনিয়ত সিডিউল বিপর্যয়ের কবলে পড়ে এই ট্রেনের যাত্রীদের সীমাহীন দুর্ভোগ পোহাতে হয় বলে জানান বেশ কয়েকজন যাত্রী। দূরের পথ বলে এই ভোগান্তি প্রায়ই সীমা ছাড়িয়ে যায়। যাত্রীদের অভিযোগ, সপ্তাহের ছয় দিনই এই ট্রেন ৭ থেকে ৮ ঘণ্টা দেরিতে চলাচল করে। এতকিছুর পরেও এই ট্রেনে যাত্রীর সংখ্যার কমতি নেই। তার প্রমাণ মিলল কমলাপুর রেল স্টেশনে লালমনির জন্য অপেক্ষমাণ যাত্রীর সংখ্যা দেখে। জানতে চাইলে মহব্বত নামে এক যাত্রী আক্ষেপ করে বলেন, “হামার কতা কাই শোনে বাহে। হামরা তো মফিজ। হামার টেরেনও মফিজ। একান নেট করলো, কি করলো না- তাতে কারও কিছ্ছু যাই-আইসে না।”
