রেলওয়ের সাত প্রকল্পে বরাদ্দ অর্থ কাটছাঁট করে তা নেয়া হচ্ছে অগ্রাধিকারভিত্তিক পদ্মা সেতু রেল সংযোগ প্রকল্পে। জমি অধিগ্রহণ ও পরামর্শকদের জন্য বাড়তি ২০০ কোটি টাকার বেশি অর্থের ঘাটতি মেটাতেই এসব প্রকল্পের টাকা কেটে নেয়া হচ্ছে পদ্মা সেতু সংযোগ প্রকল্পে। এর ফলে ঝুঁকির মধ্যে পড়বে ছোট ছোট ওই সাত প্রকল্পের বাস্তবায়ন কাজ। তবে মন্ত্রণালয় বলছে, এতে সাত প্রকল্পের বাস্তবায়ন কাজে কোনো ক্ষতি হবে না। সংশ্লিষ্টরা বলছেন, পদ্মা সেতুতে রেল সংযোগ প্রকল্পটি সরকারের অগ্রাধিকারে সর্বোচ্চ তালিকাভুক্ত। অর্থাৎ ফাস্ট ট্র্যাক ভুক্ত প্রকল্প হওয়ায় বিশেষ গুরুত্ব পাচ্ছে এটি। চলতি অর্থবছরে মূল বার্ষিক উন্নয়ন কর্মসূচিতে (এডিপি) যা বরাদ্দ ছিল, তা থেকে সংশোধিত এডিপিতে বরাদ্দ বাড়ানোর জন্যই এ কৌশল নেয়া হয়েছে। কিন্তু যেসব প্রকল্পে টাকা কাটা হচ্ছে সেগুলোর অধিকাংশই আগামী জুনের মধ্যে সমাপ্ত করার টার্গেট ছিল। সম্প্রতি এসব প্রকল্পের বরাদ্দের পুনঃউপযোজন ও ব্যয় খাত সংশোধনের প্রস্তাব দেয়া হয়েছে পরিকল্পনা কমিশনে।
সংশ্লিষ্ট কর্মকর্তারা সাত প্রকল্পের বরাদ্দ কমানো হলে প্রকল্প বাস্তবায়ন বাধাগ্রস্ত হবে কিনা, সেটা ভেবে দেখার তাগিদ দিয়েছেন।পদ্মা সেতু রেল সংযোগ প্রকল্পের দায়িত্বশীল এক কর্মকর্তা বাড়তি অর্থের চাহিদা তৈরির কথা স্বীকার করেছেন। নাম প্রকাশ না করার শর্তে তিনি বুধবার যুগান্তরকে বলেন, জমি অধিগ্রহণ এবং পরামর্শকদের অর্থ দিতে হচ্ছে বলেই বাড়তি চাহিদা তৈরি হয়েছে। সে অনুযায়ী কাজ হচ্ছে।
পরিকল্পনা কমিশন সূত্র জানায়, চলতি অর্থবছরের এডিপিতে পদ্মা সেতুতে রেল সংযোগ প্রকল্পে মোট বরাদ্দ দেয়া আছে ৪ হাজার ১০২ কোটি ১৩ লাখ টাকা। বর্তমানে বরাদ্দ বাড়িয়ে আরএডিপিতে করা হচ্ছে ৪ হাজার ৩১৩ কোটি ২৬ লাখ টাকা। অতিরিক্ত ২১১ কোটি ১৩ লাখ টাকার চাহিদা মেটাতেই সাতটি প্রকল্পকে ছাড় দিতে হচ্ছে। সাত প্রকল্প থেকে কাটছাঁট করে আসবে এ চাহিদার অর্ধেকের কম টাকা এবং বাকি অর্থ মন্ত্রণালয়ের থোক বরাদ্দ থেকে সংস্থান করা হবে বলে জানা গেছে।
পদ্মা সেতু রেল সংযোগ প্রকল্পের ওই কর্মকর্তা যুগান্তরকে বলেন, পদ্মা সেতু রেল সংযোগ প্রকল্পে জমি অধিগ্রহণ না হলে কাজ শুরু করা যাবে না। তাই এ বিষয়টিকে বিশেষ গুরুত্ব দেয়া হয়েছে। ছোট ছোট সাতটি প্রকল্প থেকে টাকা কেটে নেয়া হলে সেগুলোর বাস্তবায়ন বাধাগ্রস্ত হবে কিনা- এমন প্রশ্নের সরাসরি জবাব না দিয়ে তিনি বলেন, সেটি মন্ত্রণালয়ের ব্যাপার। যৌক্তিক কারণ আছে বলেই এ প্রকল্পে বরাদ্দ বাড়ানো হচ্ছে।
পরিকল্পনা কমিশনের একটি সূত্র বলছে, সরকার ২০১৮ সালের মধ্যে পদ্মা সেতু চালুর পর ২০২২ সালের মধ্যে রেল সংযোগ চালু করতে চায়। কিন্তু এজন্য চীন সরকারের অর্থায়ন করার কথা থাকলেও তা এত দ্রুত হচ্ছে না। জানা গেছে, চীনের এক্সিম ব্যাংক মূল ঋণ চুক্তিতে আগ্রহ দেখাচ্ছে না। ফলে সরকারের নিজস্ব তহবিল থেকে প্রাথমিকভাবে কিছু কাজ এগিয়ে রাখতে চাইছে এবং একটি টার্গেট নিয়ে সেটি করা হচ্ছে। আর সেটি হচ্ছে দ্রুত অগ্রাধিকারভিত্তিক এ প্রকল্পটি বাস্তবায়ন।
যেসব প্রকল্প থেকে বরাদ্দ কেটে নেয়া হচ্ছে সেগুলো হল- বাংলাদেশ রেলওয়ের লাকসাম-চাঁদপুর সেকশন পুনর্বাসন প্রকল্প এবং চলতি অর্থবছরের মূল এডিপিতে এ প্রকল্পে বরাদ্দ রয়েছে ৩৫ কোটি ১৯ লাখ টাকা। সেখান থেকে কেটে নেয়া হচ্ছে ১০ কোটি ১৯ লাখ টাকা। এছাড়া বাংলাদেশ রেলওয়ের ষোলশহর-দোহাজারী এবং ফয়োবাদ-নজিরহাট সেকশনের পুনর্বাসন প্রকল্পের বরাদ্দ ৪০ কোটি ৬৩ লাখ থেকে কেটে নেয়া হচ্ছে ২০ কোটি ৬৩ লাখ টাকা। খুলনা থেকে মংলা পোর্ট পর্যন্ত রেললাইন নির্মাণ প্রকল্পে বরাদ্দ ২৮৭ কোটি ৯৩ লাখ টাকা থেকে কেটে নেয়া হচ্ছে ২৪ কোটি ৬৮ লাখ টাকা। বাংলাদেশ রেলওয়ের ঈশ্বরদী-জয়দেবপুর সেকশনের ৪টি স্টেশনের নবনির্মিত তৃতীয় লাইনে কম্পিউটার বেইজড ইন্টারলিংক কালার লাইট সিগন্যালিং ব্যবস্থা সম্প্রসারণ প্রকল্পে বরাদ্দ ১৭ কোটি ৮৫ লাখ টাকা থেকে কেটে নেয়া হচ্ছে ১০ কোটি টাকা। সাসেক রেল সংযোগ কার্যক্রমের জন্য কারিগরি সহায়তা প্রকল্পে বরাদ্দ ১২ কোটি ৪৪ লাখ টাকা থেকে কাটা হচ্ছে ২ কোটি ৮১ লাখ টাকা। বাংলাদেশ রেলওয়ের পশ্চিমাঞ্চলের জন্য ৫০টি বিজি ও ৫০টি এমজি যাত্রীবাহী ক্যারেজ পুনর্বাসন প্রকল্পে বরাদ্দ ৩৫ কোটি ৭৫ লাখ টাকা থেকে কাটা হচ্ছে ৮ কোটি টাকা এবং বাংলাদেশ রেলওয়ের পূর্বাঞ্চলের লেভেল ক্রসিং গেটগুলোর পুনর্বাসন ও মান উন্নয়ন প্রকল্পে বরাদ্দ ২৫ কোটি টাকা থেকে কাটা হচ্ছে ১৭ কোটি ৫০ লাখ টাকা। এসব প্রকল্প থেকে প্রায় ৯৪ কোটি টাকার সংস্থান হলেও বাকি টাকা আসবে মন্ত্রণালয়ের থোক বরাদ্দ থেকে। সূত্র জানায়, পদ্মা সেতু রেল সংযোগ প্রকল্পটি চীন সরকারের অর্থায়নে জি টু জি পদ্ধতিতে বাস্তবায়ন হবে। এটি বাস্তবায়নে মোট ব্যয় হবে ৩৪ হাজার ৯৮৮ কোটি ৮৬ লাখ টাকা। এর মধ্যে চীন দেবে ২৪ হাজার ৭৪৯ কোটি ৫ লাখ টাকা। নির্মাণ কাজের ক্রয় প্রস্তাব গত ২০ জুলাই অনুমোদন দিয়েছে সরকারি ক্রয় সংক্রান্ত মন্ত্রিসভা কমিটি।
প্রকল্পটির আওতায় ২০২২ সালের মধ্যে যেসব কার্যক্রম বাস্তবায়ন করা হবে সেগুলোর মধ্যে রয়েছে ২১৫ কিলোমিটার ব্রড গেজ লাইন নির্মাণ, ৬৬টি বড় সেতু নির্মাণ, ২৪৪টি কালভার্ট, একটি হাইওয়ে ওভারপাস, ২৯টি লেভেল ক্রসিং, ৪০টি আন্ডারপাস, ১৪টি নতুন স্টেশন ও ছয়টি বিদ্যমান স্টেশন উন্নয়ন এবং ১০০টি যাত্রীবাহী কোচ সংগ্রহ।
